CIVIC AMENITIES IN URBAN SLUMS

‘Land’ and ‘Colonisation’ are State subjects. All schemes related to improvement of slums and providing basic amenities including health and education in their respective areas are implemented by States/Union Territories (UTs). Therefore, the details of demarcation of areas of slums and fund allocated for providing civic amenities are maintained by the respective State/UT Governments.


However, Ministry of Housing and Urban Affairs, under the vision of ‘Housing for All’, is supplementing the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 for construction of houses for all eligible beneficiaries including slum dwellers. The scheme is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). As on 20.11.2023, more than 1.18 crore houses have been sanctioned for the eligible households including slum dwellers. Out of this, 78.15 lakh have been completed and delivered to the beneficiaries and remaining are at various stages of construction/grounding. Out of 1.18 crore, 20.64 lakh houses under BLC/AHP/ISSR verticals of PMAY-U have been sanctioned for slum dwellers.

Apart from PMAY-U, Ministry of Housing and Urban Affairs supplements the efforts of States/UTs to provide basic civic amenities for urban poor including slum dwellers through various Missions, such as Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) and Swachh Bharat Mission - Urban 2.0 (SBM-U 2.0) across the country. Ministry of Health and Family Welfare under National Health Mission provides financial and technical support to States/UTs to strengthen the healthcare systems to provide affordable healthcare to all the citizens including slum areas. Under Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), health coverage upto ₹5 lakh per family per year is provided to all eligible households including slum dwellers. Further, support is provided to States/UTs for establishing Health and Wellness Centres (HWCs) to provide free and quality healthcare closer to people’s homes including slums. Further, Central Government is implementing SAUBHAGYA - Pradhan Mantri Sahaj Bijli Har Ghar Yojana, Pradhan Mantri Ujjwala Yojana (PMUY), UJALA and schemes on education in slums of the country.
